Hayward City is located in the central area of the State of California, on the eastern coast of San Francisco Bay, approximately 30 km from San Francisco.

 Because both cities share similar geographical characteristics such as being commuter towns of large cities, having growing populations, being port cities etc., a sister-city relationship was established in November 1986.

 Exchange with Hayward City has been active in the fields of music and sports, and close exchange between students is continuing.Each year, high school students from each city are sent to the sister city as exchange students, where they learn about the culture of the other country through school life and homestays.This exchange program has been continuing for over 20 years.
